The attached memo (PDF file below) is in two parts. The first part deals with the White Paper that describes South Africa's position on the climate change issue. It is written in typical ‘UNspeak’ and is paved with good intentions but few solid facts. My interpretation is that it will be welcomed by the developing nations but the developed nations and the well-funded NGO's will be disappointed by the lack of solid, measurable and legally enforceable commitments.
South African NGOs have already started complaining about the composition of South Africa's team for COP17. It includes members from Sasol and Eskom that are our main emitters of greenhouse gases. They have also complained that they were not given sufficient time to comment on the White Paper.
The second part of the memo is technical. It destroys the very basis for the whole climate change issue. It is most unlikely that it will feature at COP17 but it is certain to be raised here in South Africa and spread to other countries in the years ahead. Unlike the many other criticisms of current climate change science, it is based on solid facts and not abstract theory.
