Climategate is one of many known IPCC failings

Two years ago, the United Nations’ Intergovernmental Panel on Climate Change was the world’s most celebrated organization, guardian of the world against the peril of climate change and winner of the Nobel Peace Prize for “its outstanding scientific work!”

Today, the IPCC stands among the world’s most infamous organizations, its reputation in tatters, unable to respond to a growing chorus of critics because the critics now include many of its once-fiercest champions, among them its own scientists, and because its chairman and chief spokesman, India’s Rajendra Pachauri, is himself thoroughly disgraced. “The IPCC needs to regain credibility. Is that going to happen with Pachauri?,” asks John Sauven, director of Greenpeace UK, “I don’t think so.”

What caused a fall from grace so sudden that IPCC’s insiders now demand Pachauri’s ouster, and that leads the Indian government to set up an “Indian IPCC” as a national alternative to the IPCC, declaring that it “cannot rely” any longer on the organization that its own representative heads?

One answer is Climategate — the unauthorized release of emails in November that showed the duplicity of scientists associated with the IPCC. Unquestionably, Climategate opened the floodgates to the torrent of scandals that have since poured out, seemingly without end. Many of the new scandals, some of them sporting “-gate” as a suffix, were little known before the Climategate emails were released; many were well known, but not publicized by a compliant press. Their sheer number deserves cataloguing.

The high risks of climate-change policy by Lawrence Solomon

Earlier this week, I addressed a meeting of the Conference Board of Canada’s Centre for National Security in Winnipeg. An abbreviated version of my presentation appears below.

You are hearing at this conference that there is little doubt that human activity is causing profound and negative changes to our climate. Distinguished speakers are warning of enormous fresh water decreases, of disappearing glaciers, of the potential extinction of 70% of all species, of an ecosystem stressed to the breaking point. You are hearing of droughts and starvation and sea level rises that will very likely flood millions of people living in coastal areas from their homes each year, and that Canada will need to be prepared for the chaos to follow, chaos that could include mass migrations of refugees, social unrest, pandemics, war and terrorism and riots born of social injustice.

I’m here to tell you that there are no such likelihoods. That there is no consensus on climate change. That the science that the doomsayers describe cannot credibly be seen as having the weight of scientific opinion behind it. Often, as in the UN’s warning that malaria will spread as the globe warms — a claim you will hear tomorrow — the science has no credibility whatsoever. Not one prominent scientist in the world endorsed the UN’s malaria claims. Likewise, the UN’s hockey stick graph, showing that temperatures rose suddenly in the 20th century after 900 years of stable temperatures, has been thoroughly discredited.

Pro-global warming camps may war with each other by Lawrence Solomon

90 top global warming scientists have turned their sights on the biomass energy industry, until recently seen as allies, warning that biofuels sometimes increases rather than decreases greenhouse gas emissions.

There may be a public perception that all biofuels and bioenergy are equally good for the environment and are all lower in carbon emissions than fossil fuels, but that’s not true,” said one of the signatories, Dr. William Schlesinger of the Cary Institute of Ecosystem Studies in a press release yesterday aimed at the U.S. Congress. “Many produce just as much or more carbon pollution than oil, gas, and coal. If our laws and regulations treat high-carbon-impact bioenergy sources, like today’s corn ethanol, as if they are low-carbon, we’re fooling ourselves and undercutting the purpose of those same laws and regulations.”

That ethanol in your gas tank, the climate change scientists are telling us, could be bringing us closer to Armageddon by undercutting their efforts at saving the world. “Many international treaties and domestic laws and bills account for bioenergy incorrectly by treating all bioenergy as causing a 100% reduction in emissions regardless of the source of the biomass,” the scientists explain.”Under some scenarios, this approach could eliminate most of the expected greenhouse gas reductions during the next several decades.”

The letter by the 90 scientists is a response to the American Power Act, which was recently introduced by Senators John Kerry and Joe Lieberman. This proposed legislation promotes the bioenergy sector while downplaying wind and solar. Under the Kerry-Lieberman proposal, the National Academies of Sciences would study the role that biomass could play in reducing greenhouse gases while contributing to energy independence. The Environmental Protection Agency would then submit recommendations to Congress based on the NAS study and another study, this one a joint effort by EPA, the Department of the Interior, and the Department of Agriculture Congress would then act on the basis of the new information before it.

Reopen Climategate hearings, says UK parliamentarian by Lawrence Solomon

The UK Parliament was misled by East Anglia University when it conducted hearings into Climategate earlier this year, charges Graham Stringer, a scientist and prominent Labour Member of Parliament, in an article published yesterday in The Register, a UK science and technology journal.

Dr. Stringer, a member of the House of Commons Select Committee on Science and Technology, was reacting to the release this week of the Russell Report on Climategate, which he considers a betrayal of an understanding that the Select Committee had with East Anglia University, home of the Climategate scandal.

As the Official Hansards of the Select Committee show, MPs believed that they needn’t examine the science in great detail following assurances from East Anglia that its own independent inquiries would serve that purpose. “I am hoping, later this week, to announce the chair of a panel to reassess the science and make sure there is nothing wrong,” the Vice Chancellor of the University of East Anglia, Edward Acton, told the committee.

The first of the East Anglia inquiries, by Lord Oxburgh, did not do so and never intended to. As Oxburgh told Steve McIntyre of Climate Audit in an email, “The science was not the subject of our study.” Now that the Russell report is in, and it too underlines it never had any intention of examining the science, the snookering of the UK Select Committee is complete.

Climate insurance by Lawrence Solomon:

Contrary to conventional wisdom, fear of climate change has been the biggest boon in insurance industry history

Before the Kyoto Treaty of 1997, before the Rio Conference of 1992, before the UN's Intergovernmental Panel on Climate Change's first report in 1990 or even its creation in 1988, even before the first ever World Climate Conference in 1979 expressed concern that "continued expansion of man's activities on Earth" may lead to climate change, the reinsurance industry spotted the potential that climate change had for its bottom line. (Reinsurers insure insurance companies.)

In determining the level of claims that insurers must pay out, man-made "climatic variations become most significant," explained Munich Re, one of the world's largest reinsurers in a 1973 publication, citing "the pollution of the Earth's atmosphere" by CO2.

"We wish to enlarge on this complex of problems in greater detail, especially as-- as far as we know-- [climate change's] conceivable impact on the long-range risk-trend has hardly been examined to date."

Climate-change partisans find mere sins of omission

To allay public concern over Climategate — the unauthorized release of some 3000 documents from the computers of the Climatic Research Unit at East Anglia University — the university established two independent inquiries to attend to the widespread view that science had been corrupted through the distortion and destruction of data, through cover-ups, and through the perversion of the peer review process.

The first of these inquiries has neatly dismissed all concerns of impropriety through the oversight of its chair, Lord Oxburgh of Liverpool, a man of impeccable credentials in the climate change field. Lord Oxburgh is chair of the multinational Falck Renewables, a European leader with major windfarms in the U.K., France, Spain and Italy, and he’s chair of the Carbon Capture and Storage Association, a lobby group which argues that carbon capture could become a $-trillion industry by 2050.

Lord Oxburgh’s judicial temperament also served him well in his role as chair of the university inquiry. “We are sleepwalking” into a global warming threat so dire, Lord Oxburgh explained in 2007, that the world may need to do more to discourage carbon dioxide emitters than to simply put a price on carbon. “It may be that we shall need, in parallel with that, regulations which impose very severe penalties on people who emit more than specified amounts of greenhouse gases into the atmosphere,” he explained.

The media, polls and even scientists suggest the global warming scare is all over but the shouting.

The great global warming scare is over — it is well past its peak, very much a spent force, sputtering in fits and starts to a whimpering end. You may not know this yet. Or rather, you may know it but don’t want to acknowledge it until every one else does, and that won’t happen until the press, much of which also knows it, formally acknowledges it.

I know that the global warming scare is over but for the shouting because that’s what the polls show, at least those in the U.S., where unlike Canada the public is polled extensively on global warming. Most Americans don’t blame humans for climate change — they consider global warming to be a natural phenomenon. Even when the polls showed the public believed man was responsible for global warming, the public didn’t take the scare seriously. When asked to rank global warming’s importance compared to numerous other concerns — unemployment, trade, health care, poverty, crime, and education among them — global warming came in dead last. Fewer than 1% chose global warming as scare-worthy.

The informed members of the media read those polls and know the global warming scare is over, too. Andrew Revkin, The New York Times reporter entrusted with the global warming scare beat, has for months lamented “the public’s waning interest in global warming.” His colleague at The Washington Post, Andrew Freedman, does his best to revive public fear, and to get politicians to act, by urging experts to up their hype so that the press will have scarier material to run with.

New Ice Age could be coming by Lawrence Solomon

Earth could soon be entering a new Ice Age, according to scientists at Oregon State University and other institutions, in a study to b e released this week by Science magazine.

"Sometime around now, scientists say, the Earth should be changing from a long interglacial period that has lasted the past 10,000 years and shifting back towards conditions that will ultimately lead to another ice age - unless some other forces stop or slow it," states a release from Oregon State University.

The Science study refutes claims by some scientists that carbon dioxide was an important factor in ending the last ice Age. It concludes that wobbles in Earth's rotation first led global ice levels "to reach their peak about 26,000 years ago, stabilize for 7,000 years and then begin melting 19,000 years ago, eventually bringing to an end the last ice age.

"The melting was first caused by more solar radiation, not changes in carbon dioxide levels or ocean temperatures, as some scientists have suggested in recent years."

UK Parliament announces 6th Climategate Inquiry by Lawrence Solomon, National Post

A UK parliamentary committee, the Science and Technology Committee of the House of Commons, on Friday announced an investigation into the Climategate emails, entitled “The disclosure of climate data from the Climatic Research Unit at the University of East Anglia.” This is the sixth body known to have opened investigations into Climategate, and the first parliamentary body.

The terms of reference for the parliamentary inquiry, which will hold an oral evidence session March 10, relate to the integrity of the data produced by the Climatic Research Unit at East Anglia University, the Independent Review that the university established to look into Climategate, and the extent to which CRU’s data has been integrated into the datasets of other international organizations. The parliamentary committee’s terms of reference are:

The Science and Technology Committee today announces an inquiry into the unauthorised publication of data, emails and documents relating to the work of the Climatic Research Unit (CRU) at the University of East Anglia (UEA). The Committee has agreed to examine and invite written submissions on three questions:

—What are the implications of the disclosures for the integrity of scientific research?

—Are the terms of reference and scope of the Independent Review announced on 3 December 2009 by UEA adequate?

—How independent are the other two international data sets?

Australia won’t cap and trade by Lawrence Solomon, National Post

Seeing countries around the world back away from their climate change commitments, and seeing his own electoral support crumble, Australian Prime Minister Kevin Rudd announced today that Australia will be shelving its cap and trade program for at least three years, until after the next election. “That will provide the Australian government at the time with a better position to assess the level of global action on climate change," he told the Australian press.

In recent weeks, Rudd has been embarrassed by decisions by the US and Japanese governments to put climate change on the back burner and alarmed by the growing opposition at home to climate change legislation. His once popular plans to cut back emissions by 5% by 2020, which were scheduled to begin next year, have been twice rejected by Australia’s Senate faced certain defeat in a third vote that was expected in several weeks.

Once the darling of the environmental movement, Rudd is now widely seen as ineffectual. A poll commissioned by the Climate Institute and the Conservation Foundation found that just 36% of voters saw Rudd as the best person to handle climate issues, and that 40% found no difference between his Labour government and opposition conservatives. Other polling shows the opposition gaining in the public opinion polls, as an increasingly skeptical public turns against the climate change orthodoxy.
