The IPCC’s First Test in “a New World of Openness” by Lawrence Solomon

“Climate science is a matter of such global importance, that the highest standards of honesty, rigour and openness are needed in its conduct,” stated the Muir Russell report into the Climategate scandal after it found the Climatic Research Unit at the UK’s East Anglia University guilty of “a consistent pattern of failing to display the proper degree of openness.” This failure, the Russell report declared to wide agreement among climate scientists, led to harm “to the reputation of the University and, indeed, to the credibility of UK climate science.”

To ensure that climate scientists never again harm the cause of science in this way, the Russell report then recommended that scientists adhere to new standards of openness. “Without such openness, the credibility of their work will suffer because it will always be at risk of allegations of concealment and hence mal-practice.”

The Russell report was released last week. This week the UN’s Intergovernmental; Panel on Climate Change and other scientists have their first opportunity to apply the new standards by admitting to yet another gross transgression.

Lawrence Solomon: Polar opposites

“Judge rules polar bear still threatened,” reads the headline in the Los Angeles Times. “Judge backs scientists on polar bears,” states the Newsday headline. “Threat to polar bears is real, U.S. Judge rules,” says the Canada Broadcasting Corporation. “Global Warming Threatens Polar Bears, Judge Agrees With Scientists,” states the Huffington Post.

From these and dozens of other headlines describing a decision yesterday by U.S. District Court Judge Emmet Sullivan, a reader would be hard pressed to learn that the judge had decided to take no side in the scientific dispute over whether polar bears were threatened.

The case stemmed from a 2008 decision by the U.S. Fish and Wildlife Service that deemed the polar bear threatened but not endangered. Environmentalists and others were now arguing before Judge Sullivan that the Service hadn’t gone far enough to protect polar bears; hunting organizations and others argued that the Service went too far.

The judge simply threw out the case. “The Service considered over 160,000 pages of documents and approximately 670,000 comment submissions from [numerous parties],” he ruled. It “is not this Court’s role to determine, based on its independent assessment of the scientific evidence, whether the agency could have reached a different conclusion with regard to the listing of the polar bear.”

One newspaper headline did get the story right, however. “Federal judge says polar bears have enough protection,” stated the Alaska Dispatch.

Lawrence Solomon: 75 climate scientists think humans contribute to global warming

How do we know there’s a scientific consensus on climate change? Pundits and the press tell us so. And how do the pundits and the press know? Until recently, they typically pointed to the number 2500 – that’s the number of scientists associated with the United Nations Intergovernmental Panel on Climate Change. Those 2500, the pundits and the press believed, had endorsed the IPCC position.

To their embarrassment, most of the pundits and press discovered that they were mistaken – those 2500 scientists hadn’t endorsed the IPCC’s conclusions, they had merely reviewed some part or other of the IPCC’s mammoth studies. To add to their embarrassment, many of those reviewers from within the IPCC establishment actually disagreed with the IPCC’s conclusions, sometimes vehemently.

The upshot? The punditry looked for and recently found an alternate number to tout — “97% of the world’s climate scientists” accept the consensus, articles in the Washington Post and elsewhere have begun to claim.

This number will prove a new embarrassment to the pundits and press who use it. The number stems from a 2009 online survey of 10,257 earth scientists, conducted by two researchers at the University of Illinois. The survey results must have deeply disappointed the researchers – in the end, they chose to highlight the views of a subgroup of just 77 scientists, 75 of whom thought humans contributed to climate change. The ratio 75/77 produces the 97% figure that pundits now tout.

UK Becomes a Denier Nation by Lawrence Solomon

The UK today has made it official. With the release of its revised guide to climate change by the Royal Society, the nation’s preeminent scientific organization, the UK now formally joins the ranks of the denier nations. The science on climate change is no longer certain, the Society now says.

Climate change: a summary of the science was commissioned in May after a revolt by 43 Fellows of the Royal Society, who felt that the society had been acting more as hot-headed advocates than cool-headed scientists. Its previous president, Lord May, had particularly rankled Royal Society scientists by claiming, without having canvassed his membership, that “The debate on climate change is over” and that “On one hand, you have the entire scientific community and on the other you have a handful of people, half of them crackpots.”

The debate is now officially not over, the society says. “The size of future temperature increases and other aspects of climate change, especially at the regional scale, are still subject to uncertainty,” it explains, appearing to chide scientists who have tried to make scary predictions about the future that had no basis in science: “There is little confidence in specific projections of future regional climate change, except at continental scales.”

Moreover, the Royal Society now states that so little is known about how different today’s climate is from the past that “some uncertainties are unlikely ever to be significantly reduced.”

Lawrence Solomon: Lawrence Solomon: The $7-billion carbon scam

Scam artists from around the world, capitalizing on lax regulations at the Danish emissions trading registry, have made off with an estimated $7-billion over the last two years, according to Europol. Denmark’s Office of the Auditor General is now investigating the fraud, which occurred after the Danish registry dropped requirements that carbon traders be documented. While allowing a free-for-all served the carbon market on the short term, by appearing to inflate the interest in carbon as a commodity, it ultimately backfired when much of the trading proved to be phony, designed to artificially inflate the value of carbon.

Aided by lax rules, the Danish emissions registry became the world’s largest, with 1256 registered permit traders, most of them fake. As one example, a registered trader used a London parking lot as his address. Following the discovery of the scam, some 1100 of these have been de-registered, leaving scant few traders in the Danish market.

The Danish Minister of Climate and Energy who oversaw the illusory growth in the carbon market, Connie Hedegaard, has since been promoted to the post of EU Climate Commissioner. She is now in Cancun, representing the EU’s interests and arguing for steps that the global community needs to take for the carbon industry to regain credibility.

Ever wonder how Al Gore, the United Nations, and company continue to get away with their claim of a “scientific consensus” confirming their doomsday view of global warming? Look no farther than Wikipedia for a stunning example of how the global-warming propaganda machine works.

As you (or your kids) probably know, Wikipedia is now the most widely used and influential reference source on the Internet and therefore in the world, with more than 50 million unique visitors a month.

In theory Wikipedia is a “people’s encyclopedia” written and edited by the people who read it - anyone with an Internet connection. So on controversial topics, one might expect to see a broad range of opinion.

Newsweek’s retractable article by Lawrence Solomon

Newspapers Retract ‘Climategate’ Claims, but Damage Still Done,” reads the headline in Newsweek this weekend, in a column over the latest controversy in the global warming debate. The headline, and the article beneath it, are so inaccurate that Newsweek should retract them.

For starters, no newspaper that the column describes retracted any claims about Climategate, the scandal that hit the United Nations Intergovernmental Panel on Climate Change last November when private emails showed, among other things, that all of the IPCC’s temperature data was suspect. The newspaper retractions – all two of them, by the UK’s Sunday Times and a much earlier change of heart by a small German daily — dealt with Amazongate, one of the many scandals that followed Climategate.

Next, the Newsweek column states that “In perhaps the biggest backpedaling, The Sunday Times of London, which led the media pack in charging that IPCC reports were full of egregious (and probably intentional) errors, retracted its central claim—namely, that the IPCC statement that up to 40% of the Amazonian rainforest could be vulnerable to climate change was ‘unsubstantiated.’ … The Times‘s criticism of the IPCC—look, its reports are full of mistakes and shoddy scholarship!—was widely picked up at the time it ran, and has been an important factor in turning British public opinion sharply against the established science of climate change.”

The Times article was hardly pivotal in turning British public opinion against the climate alarmists. For one thing, public opinion had turned against climate alarmism months earlier, even well before Climategate, so much so that the British government took out paid TV ads in 2009 in an explicit attempt to win back public opinion. For another, the retracted Times article did little to publicize Amazongate – by the time the Sunday Times article appeared, Amazongate was old news, having been covered by hundreds if not thousands of media outlets around the world. Britain’s Royal Society, the UK’s preeminent scientific body, has joined national science bodies in India and France in validating the views of global warming sceptics.

The Royal Society’s decision, which follows a revolt by 43 Fellows of the Royal Society, will see it rewrite its position on climate change in a tacit admission that it and in particular its previous president, Lord May, had been acting more as lobbyists for a cause than as agents for scientific reason. Without canvassing his membership, May had famously stated that “The debate on climate change is over” and that “On one hand, you have the entire scientific community and on the other you have a handful of people, half of them crackpots.”

Following the revolt over the society’s recent history of alarmism and hyperbole, the current president, Lord Rees, by no means a sceptic, has nevertheless decided to take a more balanced view: “Climate change is a hugely important issue but the public debate has all too often been clouded by exaggeration and misleading information,” he said. “We aim to provide the public with a clear indication of what is known about the climate system, what we think we know about it and, just as importantly, the aspects we still do not understand very well.”

The Royal Society review of its position, expected this summer, comes at the same time that France’s National Academy of Sciences has asserted that it has taken no position on climate science, that it respects the views of both camps, and that, in the interests of furthering understanding, it will sponsor a high-profile debate this fall. This decision by the National Academy of Sciences has distressed the country�s manmade global warming camp, which had lobbied the Academy and the French government to denounce and even expel the sceptics.

The IPCC is investigating the Sun as a driver of global warming

The IPCC for the first time will investigate “in depth” the role of global cosmic rays in climate change, according to a report last week in the Hindustan Times. Many solar and space scientists believe that cosmic rays, whose ability to enter Earth’s atmosphere is regulated by the Sun, are a dominant factor in global warming.

The turnaround in the IPCC position was announced by the chairman of the IPCC, Rajendra Pachauri, in a communication with India’s Environment Minister, Jairam Ramesh. The announcement followed the release of a paper by U R Rao, the former chairman of Indian Space Research Organization, that showed cosmic rays alone were responsible for 40% of global warming. These findings by one of Pachauri’s most distinguished countrymen, rebutted IPCC claims that carbon dioxide and other man-made causes were responsible for more than 90% of global warming. Ramesh, who commissioned Rao’s paper, in 2009 had also released a report rebutting the IPCC’s claims that Himalayan glaciers would melt by 2035. The IPCC subsequently retracted its claims in an embarrassment now known as “Glaciergate.”

Until now, the IPCC has argued that the Sun is all-but-irrelevant to global warming, consistent with the IPCC’s very mandate, which dismisses the Sun as a major factor worthy of investigation. Ramesh is hopeful that Pauchari and the IPCC will now open their minds to dissenting scientists. ““There is a groupthink in climate science today,” the minister explained. “Anyone who raises alternative climate theories is immediately branded as a climate atheist in an atmosphere of climate evangelists.”

The Danish National Space Center has pioneered the theory that cosmic rays, by seeding clouds, regulate Earth’s climate – the Danes astounded the scientific world when they actually created clouds in a chamber on Earth.
