Saying that carbon dioxide cools the Earth is vague, and potentially just as misleading as saying that carbon dioxide warms the Earth. It is better to say that the atmosphere (not any constituent of it, including carbon dioxide) governs the temperature on the Earth, so that there is an equilibrium temperature and stable temperature distribution (well known as the Standard Atmosphere model). There is no real "runaway climate" possible, either global warming OR cooling (all you believers in past, regular "Ice Ages" take note). If Terri Jackson means that increasing atmospheric carbon dioxide decreases the surface temperature, that is not true in general; that is disproved by my Venus/Earth comparison (which quantitatively affirmed the Standard Atmosphere model), just as the consensus greenhouse theory is disproved:
So increased carbon dioxide neither warms nor cools the planet. It only increases the radiative pathway for heat transfer within the atmosphere, thereby speeding up any such heat transfer.

Harry is absolutely correct, the temperature of CO2 in the atmosphere, just as with all air molecules, is governed by LTE (local thermal equilibrium) and will have no discernible effect on atmospheric temperature either way.
The conclusion in this book that the "greenhouse effect" is bogus is however quite correct.
My book "CO2 The Debate Is Not Over" which has been online for free since the middle of 2009, was the first book to actually refute the bogus "greenhouse effect" hypothesis.
Mr Jackson is a little late to the party but welcome none the less.
