Millions of tons of household rubbish painstakingly sorted by families for recycling is being dumped abroad.

Whitehall has admitted that waste from recycling bins is being shipped to countries including China, India and Indonesia, where much of it ends up in landfill.

In papers published by the Department for Environment, Food and Rural Affairs, ministers concede that what happens to the 12million tons of 'green' waste shipped abroad every year is largely beyond their control.

The trade in sending rubbish abroad – mainly to Asia – has doubled over the past decade, as councils have increasingly turned to contractors to deal with mountains of waste generated by compulsory recycling schemes.

The law states that this rubbish should be recycled once it is sent abroad – but Defra now admits that in some countries it is simply dumped.

With many areas still recovering from last year’s record rainfall, water firms called for “wise” usage to prevent restrictions.

One company said that people should show caution as Britain is “never more than 18 months away” from a drought.

The warnings sparked outrage with ­campaigners branding the comments “weird” and “insensitive” just months after England’s wettest summer on record last year.

And they came days after millions of households, already struggling with soaring energy bills, were hit with hikes in water tariffs.

Consumer groups last night reacted furiously to the calls from water companies Thames, South East and Anglian. Environment consultant Fred Pearce said: “This does seem very odd, it has been incredibly wet over the past year and there is more rain on the way next week. I don’t understand what the problem is. Many people are still drying out from the floods of last summer – this is going to sound very strange to them.

“It is a bit insensitive, and extremely disingenuous when prices have just gone up, and it is a bit weird they should start asking us to be wise with water when huge amounts are lost through leaks.”

Marc Gander, founder of Consumer Action Group, said the comments could be a prelude to another round of price hikes.

Image AttachmentBRITAIN will be colder than parts of Greenland this Easter with temp­eratures plunging to an Arctic -10C (14F).

Though the clocks go forward tomorrow night, marking the start of British Summer Time, there is no end in sight to the bitter weather.

This has already been the coldest March since 1962, the Met Office confirmed yesterday, and the fourth coldest since records began.

Instead of spending the four-day Bank Holiday pottering in the garden or driving to the coast, people are being advised to wrap up warm and stay indoors.

Millions have given up hope of spring arriving and are jetting off for some much-needed sun. And some are still digging themselves out after being marooned by 20ft snowdrifts.

Parts of the UK are likely to see a white Easter with wintry showers forecast for eastern areas, though these are likely to be isolated and the snow should be fairly light.

By Sunday and Monday much of Britain may look sunny and spring-like but will still feel unseasonably chilly. And the snowdrifts could remain well into April.

Leon Brown, forecaster for The Weather Channel, said: “With these sorts of temperatures those drifts aren’t going to melt much at all.

“Because of the easterly winds there have been drifts that have left areas up to 20ft deep in snow. This is why farmers have really struggled.

The levy will more than double until a quarter of every pound spent on electricity goes on wind, solar, nuclear or home insulation schemes.

Energy Secretary Ed Davey insisted last night that households will be better off thanks to the benefits of electricity-saving initiatives.

But families will be able to claw the money back only if they buy more efficient domestic appliances and boilers.

The average power bill is now £1,267 – with £112 of that going on green taxes, including an £18 wind farm subsidy.

By 2020, green taxes will have risen by more than 150 per cent, ensuring each family contributes £286, according to the Department for Energy and Climate Change.

It reckons that by then households will be saving £452 a year by taking up schemes to lower energy use and by switching to more efficient kettles, fridges and TVs.

The ministry also hopes smart meters, which track energy consumption, will alter consumer behaviour and lower consumption.

But John Constable, of the charity Renewable Energy Foundation, said: ‘DECC is clearly embarrassed by the terrifying costs of its ever-growing range of green policies, and is covering up with a whitewash of wildly optimistic assumptions about energy efficiency.

Image AttachmentBRITAIN is in the grip of the worst spring snowstorm for decades with the extreme cold set to last until Easter.

As forecasters last night ­predicted another 10 days of freezing temperatures, experts warned gas supplies could run out within days because of a surge in demand.

Stocks have fallen to 10 per cent and extra gas will have to be bought in from Norway, sparking fears that energy prices could rocket. Up to a foot of snow fell yesterday with more expected today. Blizzards are forecast this weekend, adding to travel chaos.

The energy crisis escalated last night after Sellafield nuclear power station in Cumbria was shut down temporarily as a precaution due to the Arctic weather.

The Met Office said further heavy snowfalls were expected overnight and this morning, with virtually the entire country at risk.

Up to 16ins will fall over high ground with several inches likely across much of the UK, the Met Office said last night.

Severe travel disruption is forecast as temperatures fall as low as -12C (10F). A band of heavy rain will start turning to snow early today with blizzards set to cause problems right through until tomorrow.

The South-west, which will escape the worst of the winter blast, faces the threat of flooding with up to 100mm of rain – almost two months’ worth – over the next 24 hours.

Thousands of gritters were on standby last night as councils ­prepared for the “worst winter onslaught” of the year.

Officials advised people to avoid all but essential travel and the Met Office issued a level-3 cold weather health alert.

Forecaster Helen Chivers said: “It is looking absolutely atrocious and people should be prepared for disruption with very heavy snow on the way. It is going to be central and northern regions which will be worst hit to start with, and appalling conditions are likely.

“Very heavy snow will be accompanied by strong winds and virtually everywhere should be prepared for very severe weather.

“The South-west, which may escape the snow, will see heavy rain, with up to 100mm likely.”

Jonathan Powell, forecaster for Vantage Weather Services, said despite the offi cial start of spring Britain faces the worst winter weather of the year.

Image AttachmentWINTER is roaring back with a vengeance this weekend as freezing temperatures bring another blast of snow.

Days after Britain enjoyed a glimpse of spring, bitterly cold winds will sweep in from Scandinavia.

The dramatic shift to temperatures as low as -7C (19F) comes less than a week after parts of Wales hit 64F.

Last night forecasters warned parts of the UK could see several inches of snow by Monday with up to eight inches possible on very high ground.

Widespread frosts and icy roads could cause hazardous driving conditions and areas not hit by snow are expected to get heavy rain with the risk of flooding.

The Government has put the UK on a level-2 cold weather health alert until Tuesday, warning of extreme cold and travel disruption. The Met Office issued severe weather warnings for snow over the next three days, with the South-west most at risk.

As biting winds brought temperatures down as low as -15C (5F) the Met Office upgraded its Level Two health alert to the more ­serious Level Three.

Charities warned that the toll of weather-related deaths among the elderly is soaring as the bitter cold, combined with record energy prices, leaves many struggling to survive. The National Federation of Occupational Pensioners said deaths among its members had doubled since the New Year.

It warned that as many as 26,000 elderly people could die this winter, the worst death toll since 2008/09.

Chief executive Malcolm Booth said: “Horrendously, deaths among our members are more than double the average so far this year.

As many areas woke to a virtual whiteout, forecasters warned that Arctic gales will lead to drifting. And they say the cold snap is likely to last all week.

With more heavy snow on the way, 2,000 gritters across the country were gearing up for the busiest few days of an already biting winter. The Met Office issued severe weather warnings for snow and ice across much of Britain last night.

Freezing conditions are set to cause road and travel chaos. Forecaster Helen Roberts said: “It will be very icy leading to hazardous conditions.

“The roads are quite wet and as they freeze that will increase the level of accumulation.”

The Highways Agency said that motorists should be prepared for “difficult conditions” and allow extra time for journeys. Steve Crosthwaite, head of the National Traffic Operations Centre, said: “We would advise road users to stay alert to the possibility of severe weather and check the latest forecast before their journey.

“Snowploughs and gritters, plus our officer patrols, will be doing everything they can to keep traffic moving.”

The RAC expects around 12,000 call-outs today with spokesman Simon Williams predicting a “breakdown bonanza” on what is already the busiest day of the week for call-outs.

Central, eastern and northern parts were forecast to be hardest hit by the latest deluge.

Jonathan Powell, forecaster for Vantage Weather Services, said some areas, particularly central and South-eastern England, could see up to eight inches of snow with severe impact likely on roads and railways.
